Almost there - The Biggest Change in the PRS for 30 years


On 8th September 2025 after summer recess, the Renters’ Rights Bill went back into the House of Commons for further debate. There were expectations that the debate would bring forward some significant changes to the Bill but this did not materialise.


However, the Bill is now in a stage known as ‘Ping-Pong’ and will go back to the House of Lords on the 14th October 2025.

 

Key points are as follows:-


  • the possibility of changing the rules to allow the backdating of rent increases to the date on the increase.


  • the Minister stated that the Government has confirmed they may consider another mechanism to deal with tenants challenging rent increases


  • insurance for pet damage and a higher deposit for pets being permitted will not be revisited


  • the 12 month restriction imposed for Grounds 1 and 1A of the Section 8 notice for new lets preventing landlords from reletting, could be reduced to 6 months


  • the restriction on advanced rental payments being no more than one calendar month / 4 weeks will not be revisited


  • Enforcement - civil versus criminal

 

What we can take from this is approximately 380 amendments were proposed by the House of Lords with very few making it close to the finish line.
