Renters’ Rights Bill Update

Monday 8th September 2025, marked the start of the debate of the Lords’ Amendments to the Renters’ Rights Bill. The House of Commons considered the Lords’ amendments and have now returned the Bill to the House of Lords having disagreed with their most of the amendments. 

 

So, what happens next? Now that the Bill is back in the House of Lords, the Peers have several options:

 

  • Accept the Commons’ decision, therefore, dropping their original amendments
  • Insist on their amendments and send the Bill back again
  • Propose alternative amendments

 

If the Lords insist, the Bill will be returned again to the Commons. This back-and-forth, known as ‘Ping-Pong’ continues until both Houses reach agreement.

 

The proposed amendments debated were not quite as expected, in fact, there appeared to be very little debate, except to say that one thing is very clear, Matthew Pennycook would like the Bill to be granted Royal Assent sooner rather than later.
